STORY: Everyone wants to be the first to see the dawn of the Year 2000 in their particular time zone. Although it may still be debatable, the U.S. Virgin Islands Tourism Department says their islands will be one of the first to see the sun an January 1 in it's time zone and they are going to make a party out of it. Reuters reports the U.S. Caribbean territory's celebration will take place at Point Udall on the eastern tip of the island of St. Croix, the easternmost speck of land in the Western Hemisphere. The tourism office said it planned a string of events from Dec. 1, 1999 to July 31, 2000. The highlight will be a celebration starting late in the afternoon of Dec. 31, 1999 in Frederiksted, on St. Croix's western end, to witness the sunset.
